List! delisted by the UKLA, replaced by the “Primary Market Bulletin”

Revamped newsletter for market participants dealing with the Listing Rules, Prospectus Rules and the Disclosure Rules and Transparency Rules

The Financial Services Authority, in its guise as the UK Listing Authority, is replacing List!, its occasional bulletin for Official List issuers and their sponsor and advisers, with a new newsletter called the “Primary Market Bulletin”:

“This new bulletin aims to provide broad coverage of issues that are relevant to issuers, sponsors, advisers and other persons who engage with the UK Listing Authority.

Replacing List!, Primary Market Bulletin is our new way to communicate and discuss a range of issues with our market participants, ranging from the factual, such as this first edition, to the technical, for example consultation on amendments to our Technical Notes and our Procedural Notes.”

UKLA Helpdesk usage

The first issue is entirely taken up with communicating the results of the UKLA’s 2011 review of usage of its Helpdesk.

The statistics about who mainly uses the Helpdesk (lawyers and sponsors, unsurprisingly) and the UKLA’s argument that most the queries put to the Helpdesk can be answered either by consulting the various rulebooks or by firms’ internal resources, are vaguely interesting.

The UKLA is currently consulting on making use of the Helpdesk conditional on the relevant issuer (i.e. on whose behalf a query is being put) being named. We discuss that consultation in this post.
